I found this tutorial while surfing one night for turning a pair of pants into a ruffled skirt on www.scorpiosattic.com. Liked it so much that I made two =)! The camouflage skirt was made from a pair of my husband's pants from his military days. The other skirt is made from a pair of pants that I found at a thrift store for $2.00. I have worn them alone, but I think that they would look better when worn with leggings.
